Zhang Guoqing Stresses Solidly Advancing High-Quality Manufacturing Development and Accelerating the Development of New Quality Productive Forces in Line with Local Conditions During Inspections in Guangdong and Shanghai

Zhang Guoqing, Member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, recently conducted inspections in Guangdong and Shanghai on high-quality manufacturing development. He emphasized the need to thoroughly implement General Secretary Xi Jinping’s important instructions, carry out the decisions and arrangements of the CPC Central Committee and the State Council, solidly promote high-quality manufacturing development, vigorously advance new industrialization, accelerate the development of new quality productive forces in accordance with local conditions, and continuously strengthen the material and technological foundation of Chinese modernization.

From the 14th to the 18th, Zhang visited Guangzhou, Shenzhen, and Shanghai, where he conducted in-depth inspections of enterprises and research institutions in fields including electronic information, biomedicine, commercial aerospace, shipbuilding, and artificial intelligence, gaining first-hand insight into innovation and R&D, production and manufacturing, and industry development. He noted that promoting high-quality manufacturing development and cultivating new quality productive forces must adhere to scientific and technological innovation as the driver of industrial innovation. Efforts should continue to advance high-quality development initiatives for key manufacturing industry chains, give full play to the dual leading roles of chain-leading enterprises and user enterprises, focus on breakthroughs in a number of key core technologies, and effectively consolidate the scientific and technological foundation for industrial development. It is necessary to strengthen the deep integration of technological innovation and industrial innovation, build pilot-scale testing platforms oriented toward industrial development needs, and accelerate the transformation and industrial application of innovative achievements. The role of enterprises as the main drivers of innovation should be reinforced, encouraging integrated innovation among large, medium, and small enterprises as well as along upstream and downstream segments of the industrial chain. In particular, small and medium-sized enterprises should be guided to pursue specialized, refined, distinctive, and innovative development paths—building strengths through focus, strengthening industries through supporting roles, and winning markets through innovation.

Zhang Guoqing emphasized the need to deeply implement large-scale equipment renewal initiatives and manufacturing technology transformation and upgrading projects, vigorously promote the phase-out of outdated equipment in key industries, the application of advanced equipment, and the optimization of process flows, thereby continuously increasing the share of advanced production capacity and driving manufacturing toward the mid-to-high end. Active efforts should be made to advance digital transformation in manufacturing, accelerate the construction and adoption of the industrial internet, explore applications of large-scale models in industrial fields, and promote the empowerment and enhancement of manufacturing through digital technologies. Energy consumption, emissions, and technical standards should be improved, with strong promotion of energy-saving and carbon-reduction technologies and the development of green manufacturing. Focusing on the cultivation and development of new quality productive forces, coordinated efforts should be made to upgrade traditional industries, foster and expand emerging industries, and proactively plan future industries, accelerating the construction of a modern industrial system with advanced manufacturing as its backbone and continuously shaping new drivers and advantages for development.
